The Handbook is designed to support countries in developing their national statistics on international labor migration. The document provides guidelines for international labor migration statistics on concepts and definitions, classifications, core indicators, data collection, data sources. The term “international labor migration” is used in this manual as an umbrella term for concepts related to the process and outcomes of international labor migration, and in particular the following three concepts:
(a) international migrant workers;
(b) international migrants moving to take part in labor activities;
(c) international migrant workers who have returned.The concepts and definitions recommended in this handbook are consistent with the current international standards adopted by Resolution I of the 19th International Conference of Labour Statisticians on Statistics of Labour Activities, Employment and Underutilization of the Labour Force.
