The Resolution on the Measurement of Working Time adopted by the 18th International Conference of Labor Statisticians is a fundamental document for the statistical measurement of working time. The objectives of the working time statistics are listed, it is stated that to achieve them it should be linked with other labor market data: labor force statistics, gender statistics, wage statistics (in particular, calculation of average hourly wage, average cost of labor per unit of time), used for economic and social analysis, e.g. labor productivity. The concepts and definitions of seven concepts of working time are given, namely, hours actually worked, i.e., the key concept of working time applicable to all types of work and to all workers; hours paid; normal hours worked; hours contracted; hours normally worked; overtime hours worked; and hours absent from work. Data collection methods (household surveys, establishment surveys, administrative sources) are described. The indicators generated from the surveys are described.
