The Resolution replaced the Resolution on Informal Employment Statistics adopted by the 15th ICLS (1993) and the Guidelines on the Statistical Definition of Informal Employment endorsed by the 17th ICLS (2003). It outlines the boundaries of informal economy statistics; provides definitions of subgroups of informal work activities (including informal employment) corresponding to the forms of work activities established by Resolution 1 of the 19th ICCT. Working definitions of three sectors are provided: formal sector, informal sector, production for own consumption of households and public consumption. Data sources and recommendations for data collection are described.
